Poland: NBP launches authenticity and fitness framework certification procedure

Official certifications starting 1 July 2018

The corresponding regulation “2016 of the President of Narodowy Bank Polski of 2016” including the obligation to test machines was already issued in 2016. On 22 June 2018 the NBP defined to start with the official certification procedure by 1 July 2018 and to publish the list with positive tested machines on their website. The central bank further stated: “Machines should be tested at least once a year. Tests performed before July 2018 and completed with a positive result will be formally confirmed by a protocol issued on 1 July 2018; tests performed in 2018 are valid until 31 December 2019; tests performed from 1 January 2019 are valid for 1 year. (…)”

The “Regulation/2016 of the President of Narodowy Bank Polski of 2016” lays down amongst other paragraphs the following regulations:
 

• NBP authenticity certification

Attachment 4 prescribes that category 2 banknotes (suspected counterfeit banknotes) are seized by the machine and have to be immediately handed over to Police unit in line with applicable regulations. Furthermore customer’s account should not be credited.
 

• NBP fitness certification

The regulation requires an acceptable tolerance level for the fitness checks by banknote handling machines of 10% within 12 various sorting criteria for all Złoty denomination-series. A test deck contains 20 banknotes which are unfit due to the soiling level of each denomination and each issue as well as 22 banknotes of each denomination with stains and mechanical damages.
